However, the nature of NATO allies’ support for Ukraine – much of it direct military support – has exposed the vulnerability that years of underfunding has caused the alliance. Sweden sent a formal application to join NATO back in May 2022, alongside Finland. Unlike many corporations and households, the U.S. government did not lock in the low interest rates of the last decade by issuing long-dated debt, preferring instead to skew funding towards bills and short-term bonds. The second route out of the debt trap is to target the primary fiscal surplus, choosing a combination of spending cuts and tax hikes that will stabilise the public debt. That leaves the third route to debt sustainability – keeping real interest rates low. But in the short run, it allows a government to tame the debt ratio without fiscal austerity, and even if growth is sluggish. Governments are indeed stuck in a classic debt trap.

Ukrainian President Volodymyr Zelenskyy is set to visit the Capitol and meet with senators on Thursday, a Senate leadership aide told NBC News. Senate Majority Leader Chuck Schumer, D-N.Y., and Minority Leader Mitch McConnell, R-Ky., will host an all-senators meeting with Zelenskyy on Thursday at 10 a.m. More from NBC News:Zelenskyy is also expected to meet with President Joe Biden at the White House on Thursday, a person familiar with the plans previously told NBC News. The move is part of a bigger package of measures hitting Russia with sanctions on more than 150 targets, including the country's largest carmaker. The U.S. State Department imposed sanctions on Denkar Ship Construction for providing ship repair services to previously designated vessels of a company connected to the Russian Defense Ministry. The U.S. also imposed sanctions on a major local copper producer - Russian Copper Company. The Treasury slapped sanctions on Finland-based logistics firms Siberica Oy and Luminor Oy, accusing them of sending a wide variety of electronics into Russia.
